Counsel to federal government prime contractors in assuring government, contractor, subcontractor, and supplier compliance with the Federal Acquisition Regulations System (FAR). Provides counsel and direction in the areas of government preparation of solicitations and advertisements, objections thereto, vendor evaluation and selection, and bid protests. Lead counsel in prime contract and subcontract disputes, change orders, requests for equitable adjustment, negotiations, claims, administrative litigation, arbitration, state and federal court litigation, and appeals.

Represents government contractors on daily basis as counsel of record in GAO bid protests, SBA OHA size protests and appeals, CVE SDVOSB Appeals, 8(a) small business eligibility challenges, FAA ODRA protests, requests for equitable adjustment, claims, and contract appeals at the Civilian Board of Contract Appeals, Armed Services Board of Contract Appeals, and the U.S. Court of Federal Claims. 


Provides daily advice to clients’ staff members and gives direction and assistance on matters relating to the federal procurement system including government set aside programs, human resources, corporate law and labor and employment law. Previous professional work in construction and design law, including many large south Florida projects. Previously served as in house procurement counsel at the University of Florida as an Assistant General Counsel. Certified General Contractor - Florida.

Significant published work includes: Rocamar Engineering Services, Inc., B-406514, June 20, 2012 (successfully sued the United States Department of State for failure to follow proper procurement procedures for a project in Columbia, South America), Fiore Industries, Inc, B-414197, March 17, 2017 (successfully intervened on behalf of the awardee for the position that the United States Air Force had followed proper procurement procedure for the purchase of preventative maintenance and testing services for two B-2 aircraft at Tinker Air Force Base, Oklahoma), and SSI Technology, Inc., B-417917, December 4, 2019 (successfully intervened on behalf of sole source awardee for the position that the United States Army had followed proper procurement procedure for the sole source purchase of auxiliary power units due to unusual and compelling urgency. Prevailed again in federal court. (see SSI v. United States, United States Court of Federal Claims No. 19-1947, 12 May 2020).
